Windows Firewall

I have Windows XP service pack 3. Ever since I used system restore and had it restore to a certain point when I turn the computer on and log onto windows it will tell me that the windows firewall is not turned on (the firewall you go into the Security Center to turn on and off). However by the time that I open up the Security Center Windows has switched on the firewall by itself. Is there any way to avoid this whole hassle and get it to just come on sooner?

I would suggest to keep the Windows Firewall switched off permanently, it only protects some INcoming traffic, but no OUTgoing traffic whatsoever.
