What hardware can and can not be pluged in and out while the laptop is on ?

Can I insert and remove PCMCIA cards while the laptop is powered on ?

Yes, but ... (Don't you just love "But")

There is an icon in the system tray to stop and eject cards. The stop process reduces/stops voltages on the PCMCIA bus before the card is ejected. The instruction for my Sony Ericsson wireless card were very explicit about not summarily yanking out the card before stopping.

So yes, you can stop and eject PCMCIA cards. ... JD Hurst

Yes, but you should click on the "Safely Remove Hardware" Icon on the Taskbar, and do a "software" eject first. Pretty much ant removable device (without unscrewing the laptop) can be removed while powered on.

BTW, I'm lazy, and over the years have routinely removed cards without doing the "software eject" first. Never had a problem save for a very occasional necessity to reboot. YMMV, Don't try this at home!
