T42 CPU settings
Hi!
When i power on my thinkpad, and its boots up the cpu runs at 598 Mhz.
Some times when i start a program wich need much ram the cpu grow up to 1,86 Ghz
How can i change it when i want to work on 1,86 Ghz?
Or how i can set it when its on charger its always run 1,86 Ghz?

In the Power Manager / Battery Maximizer / Windows Power Management / BIOS there are plenty of settings to set the CPU to Max Speed when on AC power.
But there is no reason to do it really. Like you said, it picks up speed when it needs to. It idles at low speed which helps conserve power and avoid extra heat.

OK.
I asked it cos i have a problem.
When the system starts and i move my mouse the cursor stop for a half second then move away, a second later again stop and go away a second later again... etc.
And i think the cpu is the responsible.
Or not?
And when i install something and start the setup the mouse is stops for 2-3 second and the laptop is slows down.
Any ideas?

Well, you can try the things I suggested, and see if it remedies the problem. If not, there are other things to check. On such a machine, probably software related. Or it can be the hard drive too.

+ things: when the machine runs about a half hour - hour this problem stops the windows xp runs correctly.

It really could be some piece of software that's running some sort of long startup task which slows the rest of the applications down. Then when it eventually stops, things go back to normal.
Types of applications that come to mind which can trigger such behavior are virus/malware scanners, backup tools, defragmenters.
I would suggest that you monitor the CPU usage of your laptop during those periods with either the task manager or the process explorer:

See if any processes hog the CPU either constantly or occasionally.

I setup the program, but i havent seen any program wich use cpu.
The cpu works on 2-3%.

If indeed you don't see any spikes in the CPU usage, try the DPC Latency Checker:

See if you have any red bars, which indicate significant latencies, such as may interfere with normal usage of the machine.
In addition, I would recommend a full hard drive scan, including physical surface, to locate possible damaged sectors.

So, there are a many bad sector on the middle section of the hdd but i didnt partition it, i dont use it.
And i launch a HD Tune pro app and start a read test on my new WD sata hdd (in ultrabay) and the read value was at 66 MB/s. But the same test on my First Toshiba ide hdd this read value was 2,2 MB/s
Maybe this can cause this fault?

Sweet indeed. I have never seen a machine in such a bad shape.
I would suggest that the HD is the primary suspect, given the data you gathered. One bad sector can be a random fault, many of them usually indicate something deeply wrong with the device that will only get worse.
Try obtaining a different HD, and see if your computer runs better. Given the bad shape of your current HD, you may not be able to transfer the image exactly to the new one, and will have to reinstall Windows/
