CPU whining on X100e under Linux

On my X100e (MV-40) with Ubuntu 10.04 and with Ubuntu 10.10 I have high pitch noise as soon as FGLRX driver is installed (regardless which version: Kanotix-Script, AMD, Ubuntu). I tried many tutorials and found out that whining stops when changing from graphical Desktop to console (Ctrl+Alt+F1) or when booted with kernel parameter "processor.max_cstate=2". Parameter "processor.bm_history=0xFFFFFFFF" doesn't help although kernel runs with HZ=100...

How can I improve battery life when using "processor.max_cstate=2"? Is there any other / better way to get rid of the noise? I heard that people apply glue to the regulator chokes...?

I would be very thankful for any advice.

BTW, is there any way to upgrade the integrated 0.3MP webcam of the X100e?
