Laptop won't boot to CD or USB

For some reason my laptop won't boot from CD or USB.
I've set the BIOS to boot from both, but it ignores it boots to the O/S.
If I remove the hard drive from the bootable options, it just tells me that the O/S can't be found.

Any ideas why it would ignore these options?

What laptop (exact type/model please [e.g.2647-4NU]).
Is your CD/DVD drive working?
