T60 doesn't boot up

Hello all, my daughters T60 has refused to boot up. Has power, good battery, but when you push the power button all that happens is the AC, Battery and power on icons light up on the dashboard (no the HD icon doesn't flicker a bit). I swapped out hard drives with a known good one and still no boot.
I have tried the trick of removing the battery, pushing the power button 10 times, and holding it for 30 seconds on the tenth time, also the take the battery out and hold the power button for 2 minutes, no dice with either.
Any input please?

Do that again, but this time take out the memory, wifi card, optical drive and hard drive too. Plug the AC back in and try to start it. If the board does not beep, it's most likely a goner. If it does beep, try putting the pieces back one at a time to see if you can find the culprit.
