I have this 15.4" T60p here, and something just isn't right about it. Fresh install of Win 7 and all drivers. Bios is updated too.
It's drawing 13.5W at idle with minimal brightness on the screen and wireless off. Horrendous! This is close to double of what it should be at.
Any ideas?

Comparing to my T42p 15" UXGA FV, T60p consumes 2.0-2.5W more. IMO, the main reason is the 945 chipset: it is hot in the area around the north bridge even in idle mode.
Compaq 386SX > AST 486SX-25 > TP 390E > Compaq N410C > T41 2373-9U5 > T42p 2378-RVU UXGA 1.7@2.45GHz > T60p UXGA modded to T61 8889-ACG with T8300 OCed to 3.2Ghz@1.20V, undervolted to 1.6Ghz@0.775v, Nvidia NVS-140M undervolted to 0.9v, PCI-E ASPM enabled, 11W power in idle.

You know what, I just double checked on the 15.4 inch T61 with NVS140M graphics, and it's also at 14.4W idle with wireless off! Conclusion: it's neither the chipset, nor the video card - it's the screen! What's funny is that my friend's W500 with WUXGA screen idles at 10W or so.
