Rescue & Recovery CD Process just loops

I have a T-42 I'm trying to restore to factory settings. I am using the following a) Rescue and Recovery CD & b) Recovery CDs 1-7. When I boot to the Rescue disk and select "restore to factory settings" the process asks for the Recovery CDs 1-7 and loads that data to my hard disk. At the end of disk 7 it asks to reboot and I take disk 7 out of the tray. Upon reboot the machine just dumps back to the Rescue and recovery console.

What is holding it up from setting up win xp and the Thinkpad apps?

Nothing, just take the CD's out, select restore to factory contents, and follow the prompts.
