Question on upgrade/extended warranty?

I live in Thailand. I have some questions on extended warranty.

Why some countries can purchase online?

2) If i purchase upgrade/extended warranty today in Thailand, how many day the new warranty will be effective? What is the standard procedure of upgrade warranty's lenovo? I heard from my friend, he took 4 months for his new warranty effect.
