T23 fan issue

I have a T23 that has a fan problem.

1. I'm pretty sure the fan works because I can hear it spinning and whirring when I first bootup the machine.

2. After booting (as the OS is loading), the fan turns off and doesn't turn on again.

3. After using my Thinkpad for 15-30 minutes (depends on what I am doing), the overheats and I get a blue screen of death.

Questions:
1. Is it a fan problem? Replace?
2. Is it a motherboard problem? Replace?
3. Is there a temp sensor somewhere that might be broken?

Any suggestions that anyone has would be greatly appreciated. Obviously, it's not under warranty anymore. If its any help, I spilled a drink in the keyboard a couple of years ago, but it has worked fine until a couple of months ago.

Can you feel air coming out of the vent when it's booting. If not, maybe the fan is making noise but not actually moving air. Perhaps the blades are clogged with lint or something.

If you're adventurous, you could get a hardware manual, and open up the machine enough to actually be able to observe the fan.

Just random thoughts, hope they may be of some help.

Yes, it's pushing air on booting. I've opened the laptop up and can verify that the fan is connected properly and the blades aren't clogged.
