Bluetooth comes on by default

I have a T420 and regardless of what OS I'm using, Windows or a GNU/Linux distro, the bluetooth will automatically turn on when I turn on the laptop, even if it was turned off when the laptop was turned off.

Is there any way to stop this? It's easy enough to turn off but it's quite annoying that I have to do it every time that I turn on the laptop.

BIOS >>>?? pressF1 @ boot ....& stop BT etc etc
also, look @ msconfig; and stop 'auto-start' which usually works....
or could be HARDWARE issue....

I have a T420s - i7 +SSD , never have had this same issue - even with SuSe linux,,,
