welcome to the forums.

What symptoms / error messages are you getting when the power surge happens?

No error msg box pops up says power surge on hub port click it opens another box showing 8 ports 1 or 2 highlighted with a ? it recommends that you disconnect the device and then reset the port, closing will shut down the port. I have tried both

That is a classic unsoldered Southbridge (SB) fault which is very common on T43's. The two solutions are to have the SB reballed, or maybe more practical to buy a plug in USB card - I believe there are plenty of posts about this if you use the search facility.
