Get the P71 HMM manual, remove the keyboard. On HMM page 93 check the step 7-8 connector from the power button wiring. Be careful you do not break the 'roller' that holds that flat cable! Most Thinkpad backlight fuses are 3A/32V/Fast, such as the ERBRD3R00X at F3 and F7 on your T460 schematics.
If those 2 are OK, your problem is elsewhere.
I have never swapped fuses on an LCD in over 20 years.

The T43 with ATI graphics (like yours) MUST use a 16V/72W charger, the 16V/56W is too weak. However, as long as it is also 16V , the middle opening is + and the outside is - (ground), then you can also use a universal charger, even is the wattage is higher. Can you find out which motherboard you have in your T43 (FRU or P/N)? Probably on a sticker in the RAM bay. Check in both ATI and Intel HMMs. You claim your model is a 2668 which has ATI graphics, but maybe a previous owner put in an 187x motherboard, which has Intel graphics? If so, check the first...

Take the lid apart to find its P/N or FRU.
Or do a vinegar test...
Scratch some lid paint away, put a drop of vinegar on that spot and see if it sizzles.
If not, then it's not magnesium.
