I don't see much a performance difference or in practical terms. I'd buy the one that's in better shape and don't forget to check the battery as well. These are older notebooks and the battery may be spent even if the notebooks look in good condition.

Upgrading to a dual core Haswell, which is what you'll find in a E or L series ThinkPad, will not offer much of a boost in performance over an older dual core CPU. For that I'd suggest moving up a to a quad core. Here in the US you can probably find a decent E580 or L580 for $100 with some patience,...

Yes, this will work, but be advised if you decide that the panel looks great and you want to spend money upgrading the R60e after all, the Celeron R60e won't accept any other CPUs due to it using a different chipset. You'd need to swap the motherboard as well.

Instead of buying a subpar XGA screen, why not get a better 15" SXGA+ or UXGA LCD that will offer you more contrast and wider viewing angles, then bumping up the DPI until it works for you? Bumping up the DPI works fairly well in Windows 10 or newer and Linux too.

Anything else that's it useful to ask a seller without being petty? What the return policy is if you don't like it. I'd stick with the Ryzen 5 3500u if possible. That and the Core i5/i7 are fairly close in performance. I know the Zen2s are more expensive, but it never hurts to make an offer on eBay...

It'll likely be slower, but probably depends on the application/file. Anything that requires more throughput would make it slower, but presumably less so on small files.

I don't believe the L490 offers AMD CPUs. To get them you'd need an E495, X395 or T495 to get them for the first gen, or X13, L13/14 or T14 for the Zen2 Thinkpads. Yes, you can swap the keyboard. Lenovo used to have multiple suppliers. I presume they still do. Perhaps as a place to start you could take the keyboard out to find the part number, so at least you don't get the same one if you decide to replace it. The issue is not building the keyboard, but rather getting everyone to agree on what perfect is.

I'd make the recovery media in case you want to put it back, but personally I prefer a clean install so I can get it the way I like it and then make an image, which I can then put back if needed.

You can get the ThinkPad L14, which offers the low power LCD as well, though I don't know how difficult is to find, but has two upgradeable memory slots. There won't be much of a practical difference between the L14 and T14 in my opinion.
