Novice buyer thinking of T42

I am very new at purchasing a laptop. Does anyone know if one can avoid paying sales tax when ordering from a web-site. I think I read that IBM does impose the sales charges. Is this correct? Also, any opinions about which are the preferred sources to purchase a T42 from?
