You'll never get the full 20gb of space. There's always some amount of overhead, plus the OS takes up space.

You'll get close to actually having 20GB (actually, it depends on your hard drive). Having only 15.3GB is the result of formatting, marketing math, and -- most importantly -- the IBM restore partition.

From what I understand, you need to go into the BIOS to "unhide" IBM's restore partition. Then, boot back into Windows, go to Control Panel > Administrative Tools > Computer Management and, in there, you should have a hard disk map. Delete the IBM restore partition from there, then resize the system partition to your heart's desire (you may need third-party partitioning software to do this second operation). This should give you a total of 18/19 or so GB.

Just fire up some Partition Magic or QTParted and blow it away. Most partition tools will let you see it, unhide it and/or delete it. The partition is marked hidden but there is nothing in the BIOS about it.

Exactly, you neither need additional software nor to change bios settings. The t23 has not a bios-protected HPA. The restore partition is called "IBM service" or the like.
