T460s Update Stuck at 7%

I have a T460s S/N PC0JHV7P running Windows 10, and Windows Update is stuck at 7%. I have tried rebooting, hoping to get to where I can boot in Safe mode, but every time I reboot, it goes immediately back to the 7% screen.
Any ideas how to get past this?
