Windows 7 vs Windows 7 under downgrade rights preinstall

I am sure this has been asked/answered before.
I can order a new Thinkpad and am given the following three options regarding the OS:

1) Windows 8.1
2) Windows 7 Preinstalled +$50
3) Windows 7 Preinstalled under Windows 8.1 Downgrade Rights +$50

Since I really want Windows 7 why would I choose option 2 over 3 or vice versa.
I do not understand the differences since they are both a $50 uptick.

Would option 3 let me upgrade to Win 8.x in the future and option 2 not?
Does option 3 actually include Windows 8.1 in some form/fashion?

??

Any insight appreciated.

On the outside of the ThinkPad box I have seen this label.

This system in preinstalled with Windows 7 Pro software and also comes with a license and media for Windows 8 Pro software. You may only use one version of the Windows software at a time. Switching between versions will require you to uninstall one version and install the other version.

Probably what you may receive if you choose option 3.

Can you see any downside of choosing Option 3 over Option 2?

The thing that throws me is both Windows 7 options cost the same.
