X1 boot issue

I have an X1 that has a boot issue. Every time I power on (cold boot) i'm sent to the Startup repair. If I warm boot it will boot normally.

Boot description:
BIOS set to Quick Mode.
1. Power On
2. Lower left quickly displays "Launching the rescue utility"
3. Sent to Startup Repair.
4. Click cancel and restart and it will boot into Windows.

BIOS set to Diag Mode.
1. Power On
2. displays normal info
3. displays "Thinkpad Active System Protection Sensor Diagnostics Start"
4. Sent to Startup Repair

Steps I've taken.
Updated BIOS to latest on website.
Reset BIOS to default
Disabled AMT
Disabled Anti-Theft stuff
Toggled between UEFI and Legacy BIOS
Removed Active System Protection (i'm using SSD)
I removed SSD and tried it on another X1 and do not have the issue.

any ideas?

Maybe the X1 is cutting off power before Windows clears it's shutdown flag?

Was thinking that too but I'll shut it down, swap SSD into the other shell and it boots normally.

I am having the same issue. Could you please describre "swap SSD into the other shell"? I though they were two slots for the SSD, but when I opened the SSD tray, I could only see one slot, therefore I don't know how where swap it.

"swap shell" refers to removing my drive and placing it in another X1. If you are having the issue I mentioned above you will need to send your unit back to Lenovo so they can replace the system board. Do not let them just rebuild your drive like they did mine. I had to return it twice because apparently they do not check their work

I once had a problem where my new X1 purchased in August 2011 would not boot. I could see the bluetooth indicator light and the fingerrpint reader indicator light when i pressed the power button but the system was otherwise locked. I now understand this to be the Power on fingerprint protection seemingly not responding or recognising fingers.

Waiting for the default 120 seconds before retrying did not help.
Lenovo support USA were reluctant to help as was travelling out of the country at the time. When they did they were not able to provide a solution.

On previous Thinkpads I had a similar problem starting up when hibernate/sleep had been activated during shut down which I would fix by removing and reinserting the battery whilst unplugged. Obviously with the X1 you cant easily remove the battery; even after removing the two screws marked on the back for battery/keyboard/memory access, it was not clear to me how to get inside so I gave up. I resorted to leaving the power on (with the locked system) and charging my mobile phone from the USB port to drain the battery faster. Once the battery was completely flat, I plugged it in and it booted as normal.
