More Windows 10 misery: CPU Throttling since upgrade 1903.
And who is to blame? Apparently that b-itch Cortana!

I think it must be something to do with the computer make / model and possibly driver updates (including BIOS) . I have had V1903 running on all my machines here since last May and no issues with CPU throttling.

According to a user report on Reddit, the issue is experienced on systems on which Bing Search is disabled.

Report in ZDNet this morning

"Windows 10 1903: Buggy update slows PCs, breaks Desktop Search, says Microsoft" and no workaround.

It does not seem to have affected me, but has affected lots of people.
