R50e CPU frequency stuck

I have the R50e, and it seems that CPU frequency stuck at 598 MHz.
CPU load 100%, but it seems that intel speed step won't work.
How to fix this, any suggestions?

What tool are you using to verify that it's stuck at 598MHz?

Do you have Power Manager / Battery Maximizer installed? What's the power plan?

Are you plugged in and with a working battery attached?

I used CPU-Z. PM Battery Maximizer installed with Always On plan.
It appears when plugged in and with the battery.
Tried to check on Win XP and 7 - no changes.

Also I have T42p that works fine and CPU frequency goes up and down if needed.

It won't change while plugged in and while working with battery

Sounds like a damaged (blown fuse?) charging circuit to me, which could very well impact the machine's ability to run at full speed.

Wait, it's about 2 different laptops. T42p won't charge and R50e (that charging well) stuck at 598 MHz

Oh, my mistake. I was thinking about T42p and wrote it here. Sorry. T42p problem is in the other topic.

CPU stuck when plugged in and with the battery.
