Hello,
I have Lenovo X220 laptop (Win7 x64 Ultimate) with Bluetooth 4.0 (BCM20702A0) under palmrest of the laptop.
Issue is I am not able to pair any BLE devices to it in Windows 7. I have tried Windows 10 and I can find and pair BLE devices there, but Win10 do not support all software for X220 that I need, so I am stuck with Win7.
Is there a way to make BCM20702A0 provide connectivity for BLE devices?
(X220, IPS, Intel Core i7-2620m, 8 gb, Samsung 840 pro 256 gb)

Are you sure you actually have the BT 4.0 module and not the 3.0? If not, what are the vendor ID and device ID?
Do you have the driver installed? I don't use W7 but I think that's the one: https://support.lenovo.com/us/en/downloads/ds029104
You can also try this newer version, which is for W10, but the drivers are often backwards-compatible: https://support.lenovo.com/us/en/downloads/ds103428
Other options include using a third-party BT stack such as BlueSoleil, which should work if you have the right module, or getting an Intel Wi-Fi with an integrated Bluetooth. If you're really in China, you should be able to get the Intel 7260HMW (AC Wi-Fi with BT 4.0) for CNY 70 (~ $10) on Taobao.

Yes, I am sure, I have actually bought BT 4.0 module on Taobao, lol. It is a daughter card. I have installed the BT4.0 Bluetooth Stack + drivers for Windows7 from Lenovo Support site, now my device can see and "connect" to BLE devices, but when it comes to installing drivers for the connected device (two different BLE keyboards in my case, can see and keyboard connection password pop-up appears), 1 of 3 drivers installation fails for some reason: Windows reports that cannot find 1 of 3 drivers for keyboard (no matter which one of 2 I use - all two different brands).

So here is what I have now: I have installed Lenovo Bluetooth 4.0 Stack, but during pairing BLE keyboards (two different brands) I have 1 of 3 drivers fail to install.
Upon driver installation fail, I have this report in Device Manager:
