Is it realistic for custom Thinkpads to take 3 weeks for delivery from China?

Historically speaking three weeks is not that long. If a part you want for a machine you are building goes into low or no supply, your wait time will likely increase significantly in this just in time manufacturing world. Back in the day it wasn't unusual for people to wait six months or longer for certain configurations.

On the flip side, unless you have a need for the top performance or specific part/feature, a used ThinkPad that's a few years old and that's already here, making it easier to get quickly, is likely as good as a new one in practical terms.
